First there was the German Constitution, which actually contains a provision for animal rights, and now the "European Court of Human Rights" (another entity we should scrap) will hear a Chimps’ plea to be declared a "person."  Writes ThisisLondon.co.uk:

His name is Matthew, he is 26 years old, and his supporters hope to take his case to the European Court of Human Rights.

But he won’t be able to give evidence on his own behalf  –  since he
is a chimpanzee. Animal rights activists led by British teacher Paula
Stibbe are fighting to have Matthew legally declared a ‘person’ so she
can be appointed as his guardian if the bankrupt animal sanctuary where
he lives in Vienna is forced to close.

While the European socialists long ago lost hold of their sanity, I don’t think they’re far gone enough yet for this plea to work.  Methinks the petitioners are overreaching.  Perhaps they should have aimed a bit lower and sought to have the ape declared a liberal.

    ‘We’ should scarp the ECHR? You’re a US resident. What happens in Europe is NONE OF YOUR BUSINESS.

    The ECHR helps a LOT of people who are abused by corrupt governments. A LOT.

    Humans are not nearly as separated from the animal kingdom, as people like to think we are. Murdering a Chimp or Dog or any other higher mammal, should be prosecuted as murder. As far as granting equal human rights to socially and intellectually lower order life — that is not reasonable, as they are not capable of functioning as productive, independent individuals among society.
    A second composition for an “Animal Bill of Rights,” is the proper course of action for legally guaranteeing human treatment of higher order animals and humans which whom cannot function independently and productively among society. This would include Dogs, Chimps and humans with severe mental retardation and/or disorders.
